Purpose:
To promote the public health, safety and general welfare and to
minimize public and private losses due to flood conditions.
Authority:
Act 629 of 1969. As Amended, authorizes cities, towns, counties, and
the Arkansas Natural Resources Commission (formerly, Arkansas Soil &
Water Conservation Commission), where necessary, to enact and
enforce land use measures which will prevent and alleviate flood
hazards and losses in flood-prone areas of the State; and for other
purposes. This Act was essential to allow communities to participate
in the National Flood Insurance Program (NFIP), which was
established in 1968. The NFIP is a part of the Federal Emergency
Management Agency (FEMA).

Administrator of the Community Assistance Program - State Services
Support Element Grant provided by the NFIP
Accredit local floodplain managers (Act 745 of
2003).
Provider of General Information and Assistance Apart from the NFIP
Duties of the Floodplain Management Section include:
Visiting communities (towns, cities and counties) participating in
the NFIP to provide general and technical assistance
Conducting training and educational workshops
Providing information to the public regarding the NFIP and
floodplain management
Providing assistance for mitigation during the recovery phase of a
disaster operation
